Suggestions for software to design business cards

My 2010 will begin with a new set of business cards, so I am trying to find the best software (and of course, free or next-to-nothing) to design them. My understanding when you work with a printer for business cards is that you make the file really big and then they shrink it and size it and what not.

So, I figured I’d crowdsource suggestions on which software to use. I don’t have a Mac, so you’re going to have to go with PC suggestions :) Thanks! Actually, come to think about it, is there anything that generates the full page (8.5″ x 11″) of cards so that I can then show them to the printer?

Carol uses MOO cards to design her cards online. (http://us.moo.com/en/) You can design them using your Flickr photos or someone else’s. Fairly inexpensive and they look cool. The smaller sized ones are nice but you can also do regular sized. Hope that helps.
