So rumor has it that my good friend <a href="http://www.activemama.com">Arieanna Schwebe</a>r and I will be sharing our insight of a total combined more than a decade expertise in how to build strong online communities. At <a href="http://2011.northernvoice.ca/">Northern Voice 2011</a>, Arieanna and I will be walking you through some of the basics (and some of the not-so-incredibly-basic) things that having a robust online requires. Hopefully you will be able to attend our session. Northern Voice is an awesome conference on blogging and I really, really would love that more people attended as it&#8217;s a fantastic way to build communities OFFLINE. </p>

Suddenly, every day she turned on Facebook, Twitter, confronted with so much information, and the sense that she can&#8217;t keep up, she had an experience of being overwhelmed. <br/><br/>Strategies not so much for coping WITH social media, but a way of turning social media into a coping mechanism, a way to cope with the web and the information overload, and making life easier.  </span></td>

			<content:encoded><![CDATA[<p><em>Here is a rough, unedited crib of my speaking notes this morning at Northern Voice 2010<br />

       Richard Simeon defined public policy in 1976 as the study of the set of governmental actions, decision-making processes and analysis of public decisions. Governments execute public policies primarily to serve their citizens. The most important job in the field of public policy, as indicated by Harold Lasswell, is to answer the questions who gets what, when and how?  Three dimensions are key: the scope of government policy, the means and the distributive dimension. In my talk, I will be talking about social media in politics and public policy in terms of what they contribute to the distribution and provision (who gets what) of public services. More importantly, my talk speaks to the notion of citizen participation in public policy and how social media can aid in this participation. </p>
<p>	At the core intersection of social media, politics and policy we find the same elements as with every analysis of online networks: <strong>information, behavior and relationships. </strong>If you are interested in exploring how citizens&#8217; behavior can be affected (and enhanced) by social media, you need to look at information and the growth of interrelationships between citizens and government officials. So, all three dimensions are always present in this kind of analysis. </p>
<p>	I am, by training, a public policy scholar. I teach and do research in the field of public policy at the domestic and comparative levels. The last decade of my life has been spent trying to understand why governments chose specific (more regulatory) instruments to govern as opposed to leaving it to citizens to govern themselves (self-regulation). I have been interested in cooperative behavior for over a decade, so it is only natural that the use of social media by politicians and public servants intrigues me. My talk with have two sides: the positive (or how the world works) and the normative (how the world SHOULD work)</p>
<p>	The existing academic literature that intersects public policy, politics and social media seems to be sorely lacking an in-depth understanding of how policy-making really works, and how it can be improved using social networking sites (SNS). Since my fellow panelists have touched on specific case studies at the federal, provincial and local level, I will explore one of several elements that  shows promise: social media to encourage citizen participation in the public policy making process. </p>
<p>	Social media shows promise in helping governments deliver public services. Translink, the regional authority in the Lower Mainland responsible for transportation, provides timely advisories through several of their Twitter account (@SkytrainLady). The recent examples of the BC Government engaging citizens through a blog for the Modernization of the Water Act are also ways in which social media is being used for service delivery and citizen engagement. </p>
<p>	However, given recent concerns on the erosion of privacy, it is only natural that politicians and bureaucrats may feel fear about joining social networks and/or participate in online conversations. The recent case of Raymond Lam&#8217;s resignation, the outrage over an Alberta politician&#8217;s tweets. The responses that Prime Minister Stephen Harper receives on Twitter. I could easily understand the rationale underlying a negative reaction towards participation of politicians and public servants in social networking sites. That&#8217;s from the positive view of policy making. </p>
<p>	But from the normative perspective, I would like to encourage politicians and public servants to participate in social networking sites, to explore ways in which social media can be integrated (please note I said INTEGRATED, not ADDED ON TOP) in the policy development process. </p>
<p>	In my work, I have studied a myriad ways in which environmental non-governmental organizations (ENGOs) participate in policy-making processes. I have proposed a framework to understand how ENGOs influence the dynamics of domestic policy-making (the first and second order pressure transmission mechanisms, Pacheco-Vega 2001, 2005a, 2005b, 2006, Pacheco-Vega, Weibust and Fox 2010). The abbreviated version of this framework is – ENGOs can engage in direct lobbying (first order pressure transmission) or go through indirect lobbying (second order pressure transmission).  The interesting phenomenon that the rise in popularity of social networking sites has generated for public policy making is that it has shifted the balance of power and the trajectory of communication.</p>
<p>	Because of the nature of information transmission processes in the online realm, data and facts can be openly, transparently and widely distributed. Rather than being pawns in a hierarchical governance architecture, unwitting recipients of information in an asymmetrical game, the use of social networking sites enables citizens a level playing field. Social media effectively transfers power to the citizens, by increasing accessibility to previously unapproachable politicians and bureaucrats.  </p>
<p>	Whereas before the rise of social media, one had to write and snail-mail politicians a series of letters, we can now send them a quick tweet or drop a fast comment on their blogs or Facebook pages. Social media has shifted the pressure that would otherwise be second order to a quasi-direct, first-order pressure. Explained in simple English – your politicians and public servants are now more accessible than ever. </p>
<p>	In closing, I want to reiterate my quick, back-of-the-envelope contribution to this debate, from the perspective of someone who does at the same time what Randall Ripley calls “policy analysis” and “policy theory”. I am simultaneously interested in explaining why some alternatives are implemented and why specific  governmental decisions are made (policy theory) and in providing advice to governments what alternatives to choose. And it is in that context and based on the evidence I have seen in my quick-and-dirty overview of the literature and the case studies that I suggest governments at all three scales (municipal, federal and provincial) to continue to explore avenues to increase public participation using social networking platforms. Because, ultimately, government officials are elected to represent and serve the public. And what better way to do this than to involve the public in the decisions that they ultimately will have to live with? Delivering public services in a transparent, open, just and accountable manner will thus become a sign of a good government. </p>

			<content:encoded><![CDATA[<p>Earlier this year, I submitted three panels to Northern Voice 2010, as you may have read on my blog. One of the three got accepted, and I am very honored to be joined by the fantastic folks who will be part of this panel. Joining me in the panel are David Hume, Andrea Reimer and Ian Capstick. </p>
<blockquote><p>Government 2.0: Politics, Policy and Social Media in Canada: A Multi-Level Exploration</p>
<p>US President Barack Obama has been touted left, right and center as “the social media president”. Prime Minister Stephen Harper has a Twitter account, yet fails to engage with his constituents. Politicians, bureaucrats, policy makers and public service providers have been heavily criticized for their inability to incorporate social media into their political campaigns and overall platforms and strategies. Yet, we find a dearth of analytical explorations of successful experiences and lessons learned. This panel will explore how the government at various scales (federal, municipal, provincial) is working towards incorporating social media, what are the challenges. etc.</p>
<p><a href="http://www.andreareimer.ca/about">Andrea Reimer</a> will speak to the political circumstances that led to approval and expansion of social media tools in the local government in Vancouver. She will describe the experience in Vancouver with social media, open government and a number of other initiatives she has championed. Andrea&#8217;s work was instrumental in having Vancouver approve the open data initiative.</p>
<p><a href="http://www.mediastyle.ca/about/bio-ian-capstick/">Ian Capstick</a> brings bring a perspective from Ottawa (federal implications) and as a citizen who organizes in-person open source events and consultations which almost always start as a reaction to a need from digital grassroots.</p>
<p><a href="http://dir.gov.bc.ca/gtds.cgi?esearch=&#038;updateRequest=&#038;view=detailed&#038;sortBy=name&#038;for=people&#038;attribute=display+name&#038;matchMethod=is&#038;searchString=David+Hume&#038;objectId=111254">David Hume</a> will share his experiences as the government of British Columbia&#8217;s first-ever Executive Director for Citizen Engagement in BC&#8217;s Ministry of Citizens&#8217; Services and the lessons that this provincial government has learned from the past 12 months.</p>
<p><a href="http://www.raulpacheco.org">Raul Pacheco-Vega, PhD</a> will describe his experiences as the editor of BCVote.ca (a pluralistic, non-partisan aggregator) during the BC Premier election of 2009. He will also aim to provide an analytical framework that can be used to outline best practices of social media use in public policy and politics.</p></blockquote>
<p>Our panel will take place on Friday May 7th, 2010 from 10:30am to 11:30am at the UBC Life Sciences Centre building and will be moderated by <a href="http://www.eaves.ca">David Eaves</a> (thanks Dave for accepting the invite!). </p>
<p>I organized this panel mostly because of the fact that I teach in a Department of Political Science, that I teach Public Policy (both at the domestic and comparative level) and because a lot of my own consulting work is in the field of public policy. Moreover, for those of you not following at home, <a href="http://www.raulpacheco.org/my-research/">I have conducted research on information dissemination policy instruments for pollution control</a> (pollutant release and transfer registries), and online tools are the best platforms for citizens to use these PRTRs to put pressure on polluters to reduce their emissions. </p>

			<content:encoded><![CDATA[<p>Despite the fact that I have a fairly visible presence in social networking sites (like Twitter), I have considered myself first and foremost a blogger. I write frequently and engage with my readers. <a href="http://2010.northernvoice.ca/">Northern Voice</a> is a conference about blogging (although we do discuss issues of social media). Think about it as North by North West. I previously participated in Northern Voice 2008 and 2009 (and submitted 2 proposals to the 2009 conference, both of them declined).</p>
<p>Last year, I also <a href="http://hummingbird604.com/tag/northernvoice09/">liveblogged half of the conference</a>, and gave a MooseCamp talk on <a href="http://hummingbird604.com/2009/02/20/using-social-media-to-raise-environmental-awareness/">Raising Environmental Awareness Using Social Media</a>. This year, I am going to submit again not one, not two but three proposals. The reason being, I have now the accumulated experience of an increased number of speaking gigs on social media, as well as my day-to-day application of social media and blogging to my teaching, consulting and research.</p>
<p>The submissions close on March 9th, which if you think about it, is not that far away. So, hurry up and submit a proposal. Northern Voice 2010 will take place on the weekend of May 7th/8th. I do plan to attend even if none of my submissions get accepted.</p>
<p>So what do I plan to submit a proposal on? My friend Darren Barefoot (who is on the committee and will also be weeding out the proposals) <a href="http://www.darrenbarefoot.com/archives/2010/02/talks-id-like-to-see-at-northern-voice.html">mentioned a list of the topics he&#8217;d like to see discussed</a>. I am, as I usually do, going to refrain from actually touching those subjects (I love being a contrarian). There are other topics that I&#8217;m interested in, and that despite the fact that I don&#8217;t actually work on some of those fields, I&#8217;d be interested in convening a panel about:</p>
<p>- <strong><a href="http://hummingbird604.com/2010/01/21/can-social-media-help-prevent-crime/">Social media and crime prevention/solution</a></strong>. A little while ago, I wrote about the potential misuse of social media, and the legal implications of citizen vigilantes. Are we becoming criminals by trying to stop criminals? This, to me, is a super crucial and interesting topic. </p>
<p>- <strong><a href="http://hummingbird604.com/2009/09/03/where-is-the-diversity-in-social-media-conferences/">Diversity in social media, blogging, etc. &#8211; beyond the usual suspects.</a></strong> This is another topic that I&#8217;ve touched on here. Is race/gender/sexual orientation still relevant when choosing speakers/defining who is influential in the social media sphere?</p>
<p>- <strong>Public policy and social media &#8211; beyond the rhetoric of public participation.</strong> This, by and large, is my first and foremost choice for topic where I can/want to speak. I was really appalled at the mis-use of social media by politicians around the British Columbia provincial election (full disclosure, I also edited a non-partisan, pluralist website to showcase ALL politicians&#8217; platforms). </p>
<p>I teach public policy. I have conducted research on public policy for over a decade. I use social media. You&#8217;d think that I would have a thing or two to recommend to my dear bureaucrats and politicians on how they should be using social media. And it&#8217;d be free! (well, whatever you charge for entry to Northern Voice). </p>
<p>- <strong><a href="http://hummingbird604.com/2010/01/11/innovations-in-tech-applications-to-higher-education/">Enhancing political science education using social media</a></strong>. This is, in no way, my field of expertise. But given that I&#8217;m using Twitter, Facebook, wikis and blogs to teach The Comparative Politics of Public Policy and Global Environmental Politics, I would want to share my experiences. Discuss issues of privacy, how easily my students assimilated the use of wikis, problems they encountered, the use of Twitter for fast conversation/data sharing. </p>
<p>You might be puzzled as to why I don&#8217;t plan to submit a talk on <a href="http://www.mentalhealthcamp.org">Mental Health Camp</a> or any of the other social media and non-profits I&#8217;ve supported. I actually think that for me, Northern Voice will be more about taking the dialogue further on other topics. We will hold a full-fledged Mental Health Camp a couple of months after Northern Voice.</p>
<p>And this year, even if none of my submissions get accepted, I will still liveblog a few sessions and submit a MooseCamp talk. Why? Because I&#8217;m part of the community, that&#8217;s why. And I&#8217;m proud of it.  </p>

One year later, <a href="http://hummingbird604.com/2009/02/19/northern-voice-2009-is-upon-us-and-im-going/">I came into Northern Voice 2009 as the Organizer</a> of the VBM. </p>
<p>A month after my first liveblog, in February of 2008, I met <a href="http://hummingbird604.com/2009/02/19/northern-voice-2009-is-upon-us-and-im-going/">Rebecca Bollwitt (Miss604)</a>, whom as you all know, is a phenomenal liveblogger and has been a role model, a good friend and mentor for a long time now. My second liveblog was a Net Tuesday (where, funny how things go, <a href="http://hummingbird604.com/2008/03/25/liveblogging-an-evening-of-green-web-20/">the central point was Web 2.0 and sustainability</a>, both topics I&#8217;m passionate and knowledgeable about). It was actually Rebecca who encouraged me to liveblog that session. One year and lots of social networking events and platforms later, I have accumulated numerous liveblogs (including almost all the sessions of <a href="http://hummingbird604.com/tag/wcwhistler09/">WordCamp Whistler 2009</a>, several of the Vancouver indie/alternative Olympic Games media conglomerate discussions). </p>
<p>Several times, Rebecca has insisted that I don&#8217;t have to write word-by-word what people say, and I shouldn&#8217;t liveblog out of a sense of duty, only do it if/when I feel like it. <a href="http://www.hummingbird604.com/tag/northernvoice09">I liveblogged a vast majority of the Northern Voice 2009 sessions I attended</a> (I was there both days) largely because I felt it would be important as a contribution to the community at large. Also, I liveblogged several sessions simply because my very close friends were presenting at (<a href="http://hummingbird604.com/2009/02/21/northern-voice-2009-jenn-rebecca-nadia-linda-and-monica/">including one of the session where </a>Rebecca, <a href="http://www.getelastic.com">Linda</a>, <a href="http://www.memelabs.com">Nadia</a>, <a href="http://www.lowtherrinserepeat.com">Jenn</a> and <a href="http://monicahamburg.wordpress.com">Monica</a> were in).</p>
<p>I know that Rebecca could very well have pulled off liveblogging her own session, but through time we&#8217;ve become very good friends and she knows that, if I am physically able to attend a talk she gives and liveblog it, I will definitely do it (I have done it several times, including both WordCamp Vancouver and Fraser Valley). I like to be there for my friends. And I figured that liveblogging the sessions I attended would be helpful for those people who were not able to make it or couldn&#8217;t take notes due to being focused on the talks. Nevertheless (and Rebecca had told me this too), I knew it would be just a matter of time before I got exhausted/sick. Yesterday, I almost had to throw up out of exhaustion. Today, I took a 3 hour nap.</p>
<p>I have several reflective thoughts about Northern Voice, but I can just summarize them as &#8211; I had a phenomenal time. Met new people in real life that I had only met on Twitter (and I met Steward Butterfield and Nora Young, both of whom I admire enormously). Had a chance to attend some wonderful sessions. Also, I spoke at MooseCamp about a topic I am passionate and knowledgeable about (social media to raise environmental awareness). I would say that my Northern Voice 2009 mission was, most definitely, accomplished.</p>
<p>Things that I think are emanating gradually from Northern Voice -</p>
<p>- We need more time for each session.<br />
- We need to create/organize a MentalHealthCamp. The topic is too important to have such little amount of time dedicated to it.<br />
- Some people (thank you guys) tweeted that they would have wanted more time for my topic (environment and social media). I&#8217;ll pitch that for next year, rest assured.<br />
- Even though these sharing methods evolve organically (video-recording, Qik-streaming and live-blogging), I think next year we might need to split responsibilities and pretty much voluntarily assign ourselves the sessions. Today, between <a href="http://www.miss604.com/tag/northernvoice09">Rebecca</a> and <a href="http://www.hummingbird604.com/tag/northernvoice09">myself</a>, we covered and liveblogged pretty much 66% of Northern Voice sessions (we managed to attend different sessions each time). Tris also liveblogged a lot of sessions (<a href="http://www.trishussey.com/2009/02/20/using-social-media-to-raise-environmental-awarenessmoosecamp-northernvoice-2009/">including mine &#8211; thanks Tris!</a>)</p>
<p>Thanks to <a href="http://www.blogaholics.ca">Ianiv </a>who also Qik-streamed, Dale who recorded on video, <em><a href="http://www.penmachine.com">Derek</a></em>, <a href="http://www.peterandersen.com">Peter</a>, <a href="http://www.tyleringram.com">Tyler</a>, <a href="http://www.shithawksonparade.com">Pat </a> and everyone else who took photos all, and to all of the volunteers, organizing committee, sponsors, speakers, attendees. </p>

We&#8217;ve been able to discuss it, cut out clippings, there&#8217;s always a social element AFTER THE FACT. </p>
<p>We have been able to be involved but only AFTER the editors have published the content. We haven&#8217;t been able to be involved in the process of journalism. Journalism is based on producing content for consumption. It&#8217;s not to produce content for you to mash up and create your own. Social media allows YOU (the audience) to be part of the content creation.  </td>

<p>As a blogger you live and die by your content &#8211; you don&#8217;t have a brand &#8211; they have no credibility because they do not have that brand and credibility.  </td>

			<content:encoded><![CDATA[<p>Nora Young (<a href="http://en.wikipedia.org/wiki/Nora_Young">Wikipedia entry</a> &#8211; <a href="http://www.cbc.ca/spark/nora/ ">CBC site bio</a>), a Canadian broadcaster, writer, blogger and all around awesome and wonderful woman delivered a powerful keynote lecture for all attendees at Northern Voice 2009. I had the pleasure of meeting up with Nora and I also liveblogged her session. </p>
<p>Nora spoke for quite sometime to the notion of a &#8220;new ecology of information&#8221;. Given my interest in sociology and social media, I poked around a few sites to try and find more information about it. From a sociological and anthropological perspective, Nora&#8217;s point of &#8220;it&#8217;s not what you know but WHO you know&#8221; is more and more relevant in our era of networked spaces, where technology becomes an enabler of interaction and relationship creation. As I have mentioned in previous posts, <a href="http://hummingbird604.com/2009/01/25/using-twitter-and-wordpress-to-create-and-maintain-friendships/">my use of Twitter is primarily to stay in touch with my friends and create new friendships</a>.</p>
<p>I would have never dreamed of staying in touch with, say, Nora (who lives in Toronto) or <a href="http://www.fullcirc.com/">Nancy White</a> and <a href="http://www.chrisheuer.com/">Chris Heuer</a> (both of whom live in the US) if it weren&#8217;t for Twitter. I have a lot of wonderful individuals (including these three social media awesome folks) with whom I would NOT be able to keep in touch if it weren&#8217;t for Twitter, or more broadly, for social networking tools. </p>
<p>While doing some research on the concept of a new ecology of information (and given that my background is in environmental studies) I looked for works that examined the production of what I call the networked production of social relationships &#8211; using social networking sites as mediating spaces that build bridges amongst individuals at the nodes of the network.</p>
<p>In my search I came across the Creative-Commons licensed book by Professor <a href="http://www.benkler.org/">Yochai Benkler</a> at the <a href="http://cyber.law.harvard.edu/">Harvard Berkman Centre for Internet and Society</a> (I tell you, I am going to end up doing a post-doc there or something &#8211; I keep feeling drawn to it!), The Wealth of Networks: How Social Production Transforms Markets and Freedom. Of particular relevance to the concept of a new ecology of information I think is <a href="http://www.benkler.org/Benkler_Wealth_Of_Networks_Chapter_10.pdf">Chapter 10 (PDF link) Social Ties: Networking Together</a>. </p>
<p>The fact that we can now <a href="http://remixinganthropology.wordpress.com/2008/03/19/questions-of-properness-debating-the-ecology-of-information-sharing-in-the-digital-age/">share in the production of information</a> (as very aptly indicated by the participants in the social media and citizen journalism panel) means that the way in which our online behavior shapes the content we produce/remix/cut-and-paste is also mediated by our online and off-line interactions. <a href="http://www.hpl.hp.com/research/idl/people/huberman/">Bernardo Huberman</a>&#8216;s book (<a href="http://mitpress.mit.edu/catalog/item/default.asp?sid=79F658D2-4F1C-4DF2-AEF2-E0BD15D7B256&#038;ttype=2&#038;tid=8498">The Laws of the Web</a>) also speaks to the concept of ecology of information.</p>
<p>Attending Nora&#8217;s keynote made me me feel again as though I might have a chance to undertake some research in internet and society. I have the training to try and examine social media from an academic analytical lens (I&#8217;ve got training in sociology and anthropology so that helps, and I&#8217;m a blogger too). Thank you Nora for stirring my thoughts and making me sit and reflect on the idea that yes, <strong>social media is there to help solve problems and make the world a better place. </strong></p>

			<content:encoded><![CDATA[<p>Hat tips to everyone who has collaborated with the organization of all Northern Voice conferences, but specifically, the <a href="http://2009.northernvoice.ca">2009 Northern Voice</a>. I&#8217;d like to remind you that abstract submission closes on December 19th. This coming year, I want to present.</p>
<p>So I had (what I thought) a brilliant idea on what to present at NV&#8217;09 (speaking about my experience coming from not even knowing what a blog was to reaching my current position as a Vancouver blogger). I was going to try and explain the realities behind blogging as opposed to generalized (civilian) perceptions of bloggers as isolated folks who write from the basements of their parents&#8217; homes. This idea was well received by those who kindly offered to edit my abstract and give me feedback, but at the Vancouver Bloggers Meetup it didn&#8217;t seem to spark the same fire.</p>
<p>So, I&#8217;ll ask you, as a reader of my blog, or as someone who knows me in person and/or follows me on Twitter, what would YOU like me to talk about in Northern Voice 2009? Please leave a comment or feel free to tweet me or email me.</p>
