Apparently, when they tore down the old UBC rinks to build the new ones, they discovered that the cooling mechanism that freezes the ice was malfunctioning (for who knows how long), and had been freezing not only the rink ice, but also freezing downward so that the ground beneath the building was being frozen! Talk about a waste of energy!

I've been asking myself the very same thing each time I drive by (considering I live in Richmond, it's quite frequent). The only thing I can think of is they are still doing some work actively inside the rink, but it could very well just be a "sales job" to show off the goodies.

As for BCIT, they are actually turning down the lights compared to what they have lit up during the day.
